Available Positions (these positions are open for the 2006-2007 year)
Term of office for those elected shall be one (1) year.   Each officer shall have the option of running for re-election to serve one (1) additional term.
All elected and appointed Officers shall be required to keep a record of expensed for their offices, and shall also record any donated expenses—leaving this information in their notebooks for their successors.  A report of same shall be turned in to the Treasurer for reimbursement of funds, and all information shall be recorded in her permanent file.  All elected and appointed officers and chairpersons are expected to attend Mid-Term Meeting, Friday night Board Meeting and Convention

President:
The President is the official representative of the Organization on all levels, and has general supervision of the affairs of the Organization in accordance with the policies voted on by the majority of the member clubs.  She shall preside at all meetings of the Organization, of the General Board, and the Executive Board.  With the approval of the Executive Board, she shall appoint the Chairmen of all Committees, except those otherwise provided for in these By-Laws or the order creating same.  The President shall be an ex-officio member of all Committees, except the Nominating Committee.  She shall sign all documents and checks as required.

Second Vice President:
She shall be responsible for encouraging, expanding and coordinating research and networking opportunities within the Organization, with the assistance of Member Clubs, and with groups doing allied work.

Treasurer:
The Treasurer shall be responsible for collection and disbursement of all funds of the organization, in accordance with regulations established by the General Board.  She shall prepare an End-Of-Year Statement at close of the fiscal year. (A copy of this statement will be included with Spring Mailings to all Board Members and Member Clubs.)  With input from the General Board, she shall prepare a Proposed budget for the upcoming fiscal year.  Copies of the Proposed Budget shall be sent to Board Members and Member Clubs for consideration sixty (60) days prior to Convention.  Following board approval, the Proposed Budget shall be presented to the Convention Body for approval.  She shall, on demand, surrender her books for examination and audit.  

Other Positions (these positions have possible returning incumbents)
Parliamentarian:
The Parliamentarian shall serve as an advisor and non-voting member of the Executive and General Boards.  She shall familiarize herself with the By-laws and Standing Rules of the Organization, referring to Robert’s Rules of Order, when they are not in conflict, to counsel the members concerning proper parliamentary procedures.  She shall also serve as Chairman of the By-lays committee, and as such, prepare for presentation to the Convention Body, any proposed changes to the By-laws and Standing Rules. She is responsible for making changes based on the vote.  She will provide an updated copy of the by-laws to the General Board and make sure a current version is available on the state website.

First Vice President:
In the absence or inability of the President to serve, the First Vice President shall assume the duties of the President, as necessity requires.  She shall be Chairman of the Membership Committee.  As Membership Chairman, she shall actively recruit new Member Clubs for the state Organization.  She shall also stay in contact with all existing Member Clubs to encourage their active participation in the State Organization.  She shall accept all applications for Membership (new or renewal), documenting all pertinent information in her permanent file, and forwarding pertinent information and Member Club payments to the Treasurer in a timely manner.  She shall be responsible for compiling and producing a State Directory of Member Clubs, including the names, addresses, and phone numbers of each club’s acting Officers and Chairs.  These directories are to be distributed at Convention, and copies will be sent to any Member Clubs not represented at Convention.

Secretary:
The Secretary shall maintain accurate records of the proceedings of all meetings of the Organization, of the General Board, and of the Executive Board.  She shall record the names and club affiliations of all persons who make official motions, and the names and affiliations of those who second any motions.  She shall have available at all times a copy of the By-Laws; Standing Rules; roster of Officers, Board Members; and Member Clubs.  She shall submit typewritten copies of Convention minutes to all Board Members with-in thirty (30) days of Convention.  Convention minutes shall run in the Spring Newsletter (stating that approval is pending).  She shall submit typewritten copies of minutes of meeting of General and /or Executive Boards to ALL Board Members within their (30) days of any Board Meetings.

Historian:
Shall compile and keep current a history of the Organization from its inception.  She shall maintain a scrapbook of such clippings and notices pertaining to the State Organization.

National Liaison:
Shall handle all communication with the National Organization of Mothers of Twins Clubs, Inc.

Newsletter Editor:
Shall compile, edit, and publish the State newsletter under supervision of the President, who shall approve the final copy before publication.

Meeting Planner:
Support the Convention Chairperson.  Responsibilities are to oversee the planning of convention.  The job description mirrors the national meeting planner.  The position is a two year term running from mid-term to mid-term two years later.

Website Manager:
Shall compile, edit, and manage state website under supervision of the President.

Committe Positions

Nominating Committee:
The Nominating Chairman shall accept and review all applications from potential nominees, verify their qualifications with their local clubs, and share these qualifications with the members of her Committee.  She shall tabulate the results of her committee’s selections, and keep a written record of same.  She shall notify the Membership of the committee’s recommendation.  She shall present all nominees.

Scholarship Committee:
This Chairman shall be responsible for publicizing the scholarship program in both the spring and fall state newsletters.  She shall accept and review all applications from potential applicants and share this information in a “blind” format with her Committee members.  She will preside over her committee as they decide whether to present the applicants to the selected reviewers or vote and decide among themselves.  She shall present the recipient/s recommendation to the General board at Mid-term for an acceptance vote.  The amount of money awarded each voted recipient will be determined at mid-term by the General board.  She shall present the recipient/s at the Convention General Assembly.  

Public Relations/Publicity:
This chairman shall be responsible for assisting the host club in advertising State Convention.  She shall support the 2nd Vice President and National liaison. She shall promote all organization activities through appropriate mediums.  She shall be responsible for any charitable donations on our behalf.
